Modern juvenile justice system in Kentucky is nothing like boys camps of the past
Kentucky's system for juvenile offenders, by most accounts, has undergone a remarkable transformation from the boys camps of past decades that were plagued by repeated allegations of abuse and mistreatment of youths.
"Certainly, the culture has changed dramatically," said Renee VandenWallBake, who supervises a team of state public defenders who represent youths at the state's eight residential facilities and visit them regularly.
Officials with the administration of Gov.
Matt Bevin declined to make Juvenile Justice Commissioner Carey Cockerell available for an interview about the current status of the system, despite repeated requests by the Courier-Journal.
Nor would they permit a reporter to visit one of the state's residential juvenile centers where boys are sent for treatment and supervision once they are found guilty of offenses.
"I'm sorry, but we just haven't been able to work this out,"
